E-Learning supports transition to new police records system

Me Learning is creating a suite of online tutorials to help 2,500 police officers and staff get the most out of a new records management (RMS) system, due to be launched at Gloucestershire Constabulary early next year.

Our programme of e-learning will ensure all officers and staff have the skills they need to operate the NicheRMS platform, which will be used to record all policing information related to crime, investigations, custody, intelligence, missing persons, public protection and case files.

We are designing, developing and creating a programme of e-learning, complete with interactive and demo-style tutorials, tailored to Gloucestershire’s configuration of the software and reflecting their ways of working. Police officers and staff will build a sound foundation of knowledge through online interactive tutorials and will be assessed using knowledge checks, ahead of attending instructor-led training by Constabulary trainers. Demo-style tutorials will be used to refresh knowledge up to and beyond go-live, ensuring all learners are supported even after the formal project is complete. New starters will benefit from the learning as part of their induction, meaning the Constabulary retain consistency well into business-as-usual stages.

By replacing the 1st day of their core NicheRMS training course with our e-learning solution, we’ve been able to save them considerable time. Plus, they have the benefit of being able to use the tutorials for future new starters at no extra cost, so there’s an ongoing BAU saving. The demands of policing don’t go away just because you have a big tech project going on, so reducing the impact on BAU activities is an added bonus.

It also means Gloucestershire’s training team can focus on the areas that need their expertise because all the foundation skills are covered by the e-learning suite. That improves trainer wellbeing too, because it removes a lot of duplication.

Me Learning is providing:

  • 11 bite-sized, interactive tutorials delivering foundation learning elements and designed as a pre-cursor to attending an instructor-led session with a Gloucestershire trainer. These will provide everyone with foundation-level knowledge so the trainer can focus on the elements that really need their expertise.
  • 13 demo-style tutorials for refresher training.
  • 1 knowledge check to assess contextual understanding of the full suite.
  • Hosting of all e-learning and other training materials via our secure, scalable learning management system with setup and configuration support, administrator training and learner progress reporting.

Changing our core records management system touches almost everyone across the entire organisation in some way. It’s more than just a software implementation or system upgrade project – it is a broad, complex programme of change. I was introduced to Me Learning at a conference last year, and I was really impressed with the quality of their demonstration. The presentation featured a model tutorial which had been produced for another emergency service organisation. We started working with Me Learning earlier this year to develop a suite of tutorials based on our local configuration of the NicheRMS system and our training requirements. We were working to a tight deadline in order to launch the e-learning package prior to starting the classroom-based sessions in the summer. Shirley and the team were incredibly helpful – I was blown away by not only their professionalism, but also how personable, helpful and friendly they were. The team were great at accommodating our needs, from the initial scoping meeting right through to providing technical support for the learning management system once we’d launched the tutorials. Nothing was too much to ask of them and they flexed to meet our needs and shifting timescales.

To date, we have had over 1,500 successful completions of the e-learning package and we have created some follow-up tutorials for specific teams. I’ve received nothing but positive feedback for the e-learning – in fact several long-serving officers have told me it’s the best e-learning package they’ve done in their entire careers!

We are now building on the e-learning in our classroom-based training sessions, and it’s been a big advantage to have all of our learners coming into the training environment with a shared level of knowledge and understanding of NicheRMS. It’s allowed us to hit the ground running and to focus our time on the more bespoke areas of the system. Another benefit is the demo-style tutorials that learners can revisit as many times as they like to refresh and refamiliarize themselves with the system at any point before it goes live or beyond!”
